Following an earthquake in Valusia, Kull vows to rebuild the city-state greater than before. But when his workmen uncover an ancient tomb he scoffs at their superstitious nature and breaks an ancient seal, unleashing a curse on the land. That soon leads to civil unrest while at the same time his grant of asylum to a foreign criminal puts Valusia on the path to war with Zarfhaana.
